Some languages allow for multiple marks above and below characters. Unicode can be used to specify how many.

Looks like current browsers do not have any check on how many are used. Browsers render these exactly as specified.

Complex answer: Client side script required to strip the offending class of characters.

Simple answer: Change the page encoding on the browser side. eg; Chrome: Settings > Tools > Encoding.

They are just unicode characters either from other languages or for other uses (control characters and such).

Ideally the best solution is to have a tight whitelist of characters you allow and remove everything else, the problem is you may be excluding characters that also have legitimate uses.
