I encourage one of the neighbours to top up our bin if there is room. In return they put it out on days we are away.

As far as what to do. I'd be knocking on their door and having a friendly chat. Be friendly.
After that I'd be checking, and if it kept happening I'd be dropping it on their doorstep.

The note is a bad idea. Passive aggressive crap like that is what starts bad relationships.

It's often difficult to get the courage to go and talk to people about things like this, but it's time to put your big boy pants on :)

Drop a quick note in their letter box giving them some choices

1) come and collect their rubbish.
2) come and pay their share of the collection costs plus reasonable expensive.
3) do nothing and expect any personal information left in your bin to be "fair use" for whatever purpose you choose to use it for.

We had that happening after we put the bin in the street, I watched a couple of times and it was our elderly neighbor. It took her about 10 minutes to get the rubbish down to the street and in our bin. We told her to just leave it by our gate and we will deal with it for weekly.

It isn't costing us anything

ghettomaster: I would do nothing unless it happens again and is becoming a problem. If your bin had been emptied like they presumed it would, the rubbish would be gone and it would have cost you nothing.

Sure, people should pay for their own rubbish disposal, but is it really that big a deal? 



I'm not sure what scares me most ............ the fact that some people would even suggest "do nothing unless .......", or "is it really that big a deal?"

It's a softie, warm hugging, soft ice cream world indeed.
