I read this article when it first came out. It shows that these fanatics want to be away as possible from "non-certified infiltrated" mosques because they know the common Muslim will not condone these acts and if someone approaches a mosque there's a good chance the person will be guided towards the "light side" of the faith, instead of the dark side they want.

Yep. Pretty similar to what you would get in the USA if someone gave control of an oil well income to Klu Klux Klan and created their own mini-state.
