Trustpower are an ISP.  

 

AFAIK they buy wholesale services from chorus, just like pretty much every ISP in NZ.

I'm pretty sure they have their own operational staff nowadays.

 

Years ago (prior to 2011?) they use to be a virtual ISP wholesaling off FX or Layer 2 or someone else.

That seems very out of date. Lots of ISPs on there that no longer exist.
