I cam across this story on NZ heralds site and if you look at the picture and the caption you can easily work out the picture isn't about the poor survivor at all.

Yes, they cut her head off, and for some obscure reason instead of providing some hopefully interesting story / recollection from each of the two survivors mentioned, write some vague and mainly irrelevant uninteresting drivel quoting the photogenic Civil Defense Minister.

 

The photographer's subject was the 103 yo Jean Williams - the plane of focus was at her distance.  Editing error by some idiot.

Seems to be a scalable artical default gone wrong.

 

The full image is there, it is previewed if you post the link to facebook

 

So theres a 4:3 image there being made WS
