It's two small concrete pillars, with a bit of metal stuck on them.

There is definitely a face in the left hand one....

My views (except when I am looking out their windows) are not those of my employer.

The yellow could be a marker for gas pipes??

When you live your life on Twitter and Facebook, and are only friends with like minded people on Twitter and Facebook, you are not living in the real world. You are living in a narcissistic echo chamber.

My thoughts are my own and are in no way representative of my employer.

So it's some sort of box with a screw on cover on top of each post?
Presumably wires inside?

Looks to be something written on the front of the two metal boxes, under about 20 layers of yellow paint. If you can read that it might give you a clue.

Or continue undoing the bolts on that box on the left - someone's already got most of that top left one off - and see what's inside! That's what I'd do, but my sense of curiosity sometimes make me do stupid things...

Utilities are colour coded.  Yellow is usually gas.
