I read it as a place name, was kind of unsurprised by news about a rape in Masterton and the presence of a cult in the area. So you can't know everything about a story from reading the headline, apparently.

That article also begins by saying the landlord had to pay for it, but ends with the tenant having to pay for it.

The landlord had to pay. The courts award payment as compensation for specific things.
