The conditions as described need to be looked at if they are in fact the case (I am sceptical of this a little bit only due to the several people being asked by the "protestors" - and I use that term lightly because they are damaging property and hurling objects at people - have been unable to resolve the situation -- it seems a pretty basic thing to get an agreement on, right? clean water, clean clothes, clean eating facilities?)
Basic amenities are what I agree on here. If they have what some prisons have like underfloor heating, maybe redirect where the investment is going toward basic needs. Being in prison shouldn't cause them to be ill, that's just going to open a huge can of worms. I'm not saying we should be molly coddling them, just reiterating the need for an environment where they've got a chance at not getting ill and spreading disease to each other and to visitors and therefore the general population
I, too, expected there to be more of the population involved, but maybe the rest of them don't care about the conditions. It's not an easy one without fully knowing and understanding both sides of this argument.
