Personally, I think that the most sustainable form of padding for packaging must be those expanded polystyrene pasta shells.
They are totally re-usable pretty much for ever.
What can beat that?

We're looking at a wider rollout for use in deliveries to customers, and trialled it. Oddly we got some distinctly negative feedback from customers - but could just be Karens.
Have used a similar machine, and my experience was that it could create dust/particles - is that the kind of complaints you have been getting?
Yes. This seems fair as I can see how that would be annoying.
The other complaint we got a bit was about cutting down unnecessary trees.
Reminds me I need to check what our machine actually is if I'm ever allowed back in the office, I think it may not quite be the same as what PB Tech are using. I had a Google and could only see one that uses specific paper - ours definitely uses random crap. Although on second thoughts that could not be its intended use....
