Doing tests off download.microsoft.com is not a good idea.

It's Akamai'ed. So you will get significantly faster speed as long as your connection goes through Akamai. More and more sites are using Akamai now since ISPs around the world are getting more and more cheap and not buying adequate international bandwidth circuits.

Hey,

Speeds are a lot better today... they have picked up considerably from the morning so hopefully things stay this way.  Orcon did post about connectivity to the Asia region yesterday, so I assume the technicians have been working on things today.  Thank-you all for your ideas and help, I'll continue to monitor things.
