The issue appears to be resolved.  Vodafone have changed a parameter that determines the cycle time of their pool of IPv4 addresses. 

Between 0655 and 0718 my public IP address changed from 49.224.240.139 to .140.  Some time before 0726 it changed to 49.224.240.1 and has remained there for the past hour.  I'll keep monitoring (I understand that my public IP address will still change within a session but less frequently) but I am happy with Vodafone's fix.

Reflecting on how this issue has played out, I think Vodafone has a need to look at its customer service responses.  To be told, more than once, that the issue is not theirs to solve and that the problem was with my webmail service, is not acceptable.  Had I not persisted and posted the issue here on geek zone, I would still have a problem.

Another matter which deserves exploring centres on IPv6 implementation.  In particular, and in connection with another project I have in mind, I would like to learn whether IPv6 can be implemented on a regional-only basis.  I'll create a new thread on that later today.
