Simplest answer is no.

(answer could be yes, but I'm guessing you're not wanting to pay $4k per pair for kit to do it)

I would also suspect your per month pricing budget would need to be increased significantly based on your location. Getting 100mbps to there won't be able to get done for that sort of price.

Well I got a quote back from one company for p2p to my house from the ISAM cabinet.   

This does not include the trenching!    For the gear in the cabinet $2.5k ; For the router in my house $2.5k. 

Now this is the bit that astounds me   The monthly rental for just 10mb / 10mb dedicated was $1400 plus gst for a 20mb/20mb $2500 plus gst.   This does not include the data!!

Chorus are not sure about the trenching but could cost 30k due to local council etc even tho its along side a gravel road.

I knew it would be expensive but thats insane!! Anyway thought I would post back to give people an idea if they are thinking of going down this line!

Sounds like you need a rural wireless ISP.

That sounds very high. I went through a similar process with Telecom back in 2012 and they quoted $999 for 10 Mb/s and $1499 for 30 Mb/s, including unlimited data. I can't imagine that prices will have increased by too much over the past couple of years so it might be worth checking with a different ISP.
