As others have said, can you temporarily connect the PC directly to the modem with an Ethernet cable. That will confirm if the USB wifi is the culprit.

Well, I havent exactly solved the issue but I've found that when it happens, pulling the USB wifi dongle out and plugging it back in seems to work pretty well at resetting it back to normal speed. 

 

 

 

As a related aside, when I wake the PC out of sleep mode I have to do this most times as it won't even register a connection being present.

in the wifi adapter settings configure it to unckeck the check box for "allow computer to turn off this device to save power"

my laptop did this when waking from sleep and i would have to disable and re-enable the adapter to get it working again, the above solved it.
