can anyone inform of the current cost of connecting a new build to the pstn, i understand now with ufb in play the install fee of copper has increased significantly, the reason i ask is that rural fibre is avilible at the location and if its economical to go fibre i will.

The cost of getting a copper connection hasn't increased. It's just the fact that Chorus are now passing on the full cost to the customer Haha. So I think the cost sits somewhere around the $1-2k mark depending on the work required (CT cut in, trenching etc). Basically the same as the power companies have been doing for years.
It will still be significantly cheaper than getting a rural fibre connection but I guess it all depends on how much you value your Internet connection.
