It's something called hot spot shield
It has other uses too :)

But I use it on my MacBook Pro, where it works really fast. But I tried it on my windows computer and it worked, but really slow. Undecided but it might be better now... haven't tried for ages.

I can provide USA (California) and/or New Zealand hosting for some more of these tests?? (my NZ host has unlimited NZ bandwidth, sure wouldn't mind using some of it :)) and both are fast (as fast as my line will go which is 400KB/s)

Uh, sorry I don't understand, hot spot shield looks like a vpn system... or does it vpn to a proxy in the US!?

Edit:  Never mind, I Googled... sounds like a very handy little util!!!

Maybe I miss used the word "proxy" but it basically redirects all your internet traffic thou there US server. Yea it is a VPN...
I have a proxy site but as you may know they don't work with all sites, but this does.
