If the PM doesn't want to get even more embarrised than she has already been then I suggest 3 to 5 years for something to happen with UBL is not going to cut it.

Most Australian res plans are 256kbps upload, as are most business. Are res users going to pay extra for a higher upload speed access circuit, unlikely.

Im pretty sure Telecoms new DSLAMS are ADSL 2+ annex m compatable.

Most Australians have been on Telstra DSLAMs.  Most big ISPs are in the process of either migrating customers and customers are taking advantage of faster speeds that are being offered for the same price.

I wouldn't know...  I do know that the current ones will do up to 800k yet Telecom restrict customers to 128k.  Unlike government, Telecom seem fairly consistant...  are you expecting an over night change of face?
