the problem is that the speed goes down
very much at night time, starting from 8pm ~
do u know why this is happening ?

and check on speedtest.net and click Seoul[Korea]
at night around [9pm~ ?] , and tell me the result?

Being a korean internet provider, megatel would be expected to have quite alot of traffic to korea and if they have more home users then may also have more of an evening demand peak than other providers.

If you are on one of their "unlimited" plans, ask them whether capped plan would experience better performance in evenings. I doubt they would be much worse than Slingshot though.
