robax: ok I called them up and after a fair bit of mucking around, it does seem possible to buy the 1020 even without a Telecom number if you just buy a pre-paid one over the phone (and presumably in-store when that happens) and accept the new pre-paid sim... and then just use one's own sim instead.
They didn't get a date and I didn't get into asking about accessories because even the phone itself wasn't yet on their system there.
I'm a bit concerned about the very high price (compared with the phone overseas and the other models) and that they'll probably charge a lot for the battery grip.. not really happy about spending $1400 or more on this phone whilst my 920 is still doing just fine.
I'll give it a few days and see.
