Maybe it wasn't GDR2. Maybe your 640 has a telco ROM that disabled this

I'll try to find out.

It was implemented as a US only feature as a requirement for local ranging to assist with a growing theft prevention issue in conjunction with telcos and insurers (from memory)

Simply just switch the phone's region to US and it's available to use. My mobile has been set to US since 2010. I have had no issues with the phone at all set to US. Actually end up with cheaper apps and more features available for US like Cortana.

Yes, if they're not on the US store, just flip the region back to NZ, download then switch back. In terms of using them, no issues.. (I use ASB on my device that is set to US region)
