Has anyone flashed a NetComm NF17ACV to enable OpenVPN?

Netcomm gets little love from third party firmware "providers". Even then, your NF17ACV is one with a built-in modem. This further lowers your chances of having an alternative firmware that supports openvpn.

Lots of people running up odroid's to run OpenVPN on.

The other thing that comes to mind is Mikrotik - one of the little hAP AC lites or something. But I think there was an issue with their implementation of OpenVPN - personally only ever use L2TP/IPsec so have never bothered to even look at OpenVPN on the MT's.

Went on a whim with NordVPN (as 'Hideaway' from Firetrust although working on BBC still, seems now to have been detected by SBS) and they are ceasing support of L2TP and don’t support IPsec. I can use the pc or android software and as long as in chrome can 'caste' to tv but on android I'm stuck. Would make sense to VPN modem router. Hey thanks for your input.

I use NordVPN as well, and have it on a Netgear R8000 running Advanced Tomato. I've run it on an R7000 as well, but have swapped their duties at the moment.

And, as you have indicated your reason for using a VPN, you might want to ask @michaelmurphy for an invite to the private forum, if you haven't yet. There are better ways, performance-wise, to achieve this goal. :)
