For a start - do you dial tone if you connect a phone to the ONT?

Secondly, remove that wire from distribution board and bin it.

If you do get dial tone on the ONT, find a rj11 - rj11 ( if the ONt uses rj45 use an Ethernet patch cable ) and connect to port one of the distribution board and then you can patch your phones in. easy peasy.
