If the Wi-Fi client is running on 2.4, make sure the router is not using channel 13 as some devices won't see this channel. Also always set 2.4 to 20Mhz only.

When I last used an Asus wifi card I remember having to manually edit a text configuration file in the driver to allow it to connect to my network, as the driver as shipped had a ridiculously narrow range of allowed channels for NZ.

 

Getting the new dongle was the right choice, given the ancient one he was apparently using up until now, and I'm sure it will solve the problem. But in the meantime I can't see that you've tried the easiest troubleshooting step - change your new router's channel settings from "auto all" to a manually defined LOW channel number. 36 is the best choice as everything will work with it - it's the higher channels that usually run into trouble. I see you tried 153 - that's one of the ones that didn't work with my Asus card.

Update, I bought one of these for him, have installed it and it seems to be working fine now (his Speedtests are a lot faster now too). He is happier 🙂
