Welcome to Geekzone. That's correct, the Microsoft Bluetooth stack can not be used to host the Bluetooth network, since it's a client only. I will not go down on how to fix the ICS error, since it will not be good for anything on this thread.

An alternative to have your Pocket PC connected to the Internet via Bluetooth is to use the ActiveSync PassThrough. By default, when you connect a Pocket PC to ActiveSync it will automatically have a shared access to the Internet.

In your case you only need to establish an ActiveSync connection over Bluetooth and you will have Internet access on your Pocket PC, while connected.

I followed the steps on the connection wizard on my pocket pc and it says to locate the port, there are 2 options the incoming and outgoing i chose the outgoing port of 4 and in activesync connection i chose port 4 as the connector but when i do this i get an error on the device...the error says Service Discover was unsuccessful

the details state
-waiting for device
-the requested service isnot running on this device. Please make sure the service is enabled on the device or select another one to continue

this is all while connection with bluetooth connection

You should have a look on this guide for instructions. In summary you don't have any configuration changes to do on the Pocket PC side.

You have to configure the ActiveSync on your PC to use the Incoming port, not the Outgoing port.

Please read the article on synchronisation over SP2 (which is what you're using, sorry).
