Hi, I'm Zvonimir from Croatia. I'm not GREAT in English but I'll try my best to explain what is my little problem.

Few months ago I had WinXP Service pack 1 and succesfully installed Bluetooth dongle ver. BTA-1.4.2.10 but after format C:\ I got Service Pack 2 ( I suppose that's the reason) and when I tried to install this same Bluetooth dongle I got the same problem as Vicx (posted on 28-JAN-2004):
I just got a usb bluetooth dongle and after installing it, theres a bt icon in the taskbar but when I try opening it, it says "your bluetooth software license does not include use with this device" then it makes me look for the license.dat file, and afting finding it (on the setup cd) nothing happens anyway, no error msg or anything, just nothing. if i double click on the icon it says "bluetooth device not found, verify it is properly connected" no matter which usb slot it's plugged into!
i've tried installing it and uninstalling it heaps and trying again but it doesnt make a difference.

But Vicx has fixed this problem by installing new drivers from this link: http://www.cell-network.com.cn/message/BTW-1.4.2-Build10.zip which I can't open but I found the same drivers at this site: http://support.dlink.com/Products/view.asp?productid=DBT-120# but after upgrading I have the same problem again. PLEASE give me some advice either link for drivers or I don't know something!!

PS: in my icon tray there's 2 BT icons: one is red inside ( when it's white that means it's working) and that's the icon when it's clicked gives that problem above. And the other icon (which I didn't had before on my SP1 Xp) - on this other icon I CAN send files from my computer to cellphone(Nokia 6260) but I can't send from cellphone to computer eventhough my cellphone finds my computer - reason: "It's impossible to establish connection". PLEASE REPLY

Welcome to Geekzone - and your English is pretty good... I looks like you have the software installed, but the OS is actually using the Windows native drivers. You can manually change the drivers. Check this thread on how to change Bluetooth drivers from Microsoft to Widcomm.

Since the device is plugged already you should skip to the part where you look into the device list and change the drivers there.
