Hi, you should be more descriptive :) 

What do you want? A single page or multiple, a static site or CMS. Is it going to be selling things online?
Any ideas of how you want it to look, etc.

You need to provide far more info, as the skill set for someone designing a website will vary greatly. Obviously someone designing a single page website needs a lot less skills, than someone who is going to build you a trade me competitor website. You are best to have a RFP document that outlines your requirements.

Firstly I just wanted to see if anyone is interested( EOI) and then go from there.
Basic info below;
It is for an architectural site
a few pages, though it depends on the type of site
basic seo
need to be able to edit, add and delete projects over time.
It should be simple looking, easy to navigate and get the message across without much blurb.

Wordpress with a nice theme would do this....   could probably do 80% of the work yourself then get someone in to tweak a suitable theme.

Not necessarily, usually the updates are bug fixes and security patches which is recommended but not necessarily required.

When you mentioned being able to create, modify, and delete projects, did you mean we pages detailing the projects or some sort of project management?

Almost every package out there these does require upgrading on a semi-regular basis - most of WP updates can be run from the admin part of the site, so no real knowledge is required to do these and only take a few mins to do.

 Yes, but that is the same with all CMSs, unless you use a software as a service (SAAS) where the backend of the software is all managed for you. Wordpress.com , the hosted version is a SAAS.
For a basic site, I would probably recommend a SAAS these days. The build cost is usually cheaper, but the ongoing charge is usually more, as you are essentially leasing the site. Most web designers will do SAAS websites too.

Thats like saying Windows does not need anti virus or to be kept updated. Sure if you are lucky you won't get hacked, but the people hacking websites today don't care how big or small your site is, they scan the whole web for vulnerable sites and will hack anyone.

So if you want to run WordPress without keeping it updated yourself, either go with WordPress.com or use a dedicated WordPress hosting provider (like WPengine.com) that will keep WordPress updated for you.

Yes, but you can still have the same problems with child themes, as they are still using most of the information from the main theme. I always use child themes when making mods to existing themes, but still experience problems from time to time with the main theme and compatibility problems, where you have to make additional tweaks to the child theme.
