A long shot but I'm hoping someone has a system that they've parted (or partially died) and now has an i7 4770 / 4790 surplus to requirements.

A family member has had their 4770k fail and doesn't have the funds to replace their entire system with something current. I've tested the rest of their system to ensure it is the cpu.

I'm not looking to spend too much, I've looked on Trademe / Aliexpress / Ebay and everyone is asking too much IMO for a 5 year old cpu.

Not sure about this, if you already have the mobo/ddr3 lying around, a decent i7 cpu can get you a reasonable system for not that much money.

They sell at those prices, so that means its what the market will pay for them.

Im shocked at what people will pay even for old i3's.

They are still very capable CPU's, and at the top end of the upgrade path for people with those motherboards, so they sell for a very large premium. They are going to have to pay through the nose for one.
