Like Zeon said, probably setup on the wrong downstream profile/plan. However with that aside and the current posted speedtest result:
1: Domestic latency half that of ADSL2+
2: More than 3x the NZ average ADSL2+ downstream line rate of 10Mbit (FTTN/cabinetisation goal)
3: More than 20x higher upload than ADSL2+
I would still upgrade to it!

BTW - we have installed our own Speedtest server speedtest.orcon.net.nz - should be the best way to test speeds on our network.

Beccara: Yeah, OP needs to try some other server's in AKL and compare - Also those is that test done over wireless or ethernet?
If Chorus screwd the prov up I'd expect it to be 30/10 not 30/30 so looks like either Orcon's prov mess up or that their speedtest box is overloaded

Give it a shot bypassing the router and see how that goes.
You will need to create a PPPOE connection in windows.

That wont work with Orcon.
You need to do it a different way its not a PPPoE based service.
