If my land lord made me pay to connect his property, I would have no compunction not to disconnect it when I left.
(Ax through the cable should do it. If it's not in the tendency agreement that can't take it out of my bond)

PS I was a land lord for 10 years. Refusing to pay for to connect seems to be a poor start to a tenant landline lord relationship and a poor relationship creates a lot of stress. Plus it's tax deduct able
