They've had enough chances to rectify the problem..now I have to go through the drama of breaking my contract.

Foil hat on .. I still think its management that has instilled some sort of cost-cutting measure and the techs are trying to work around keeping some of the more power users happy with what they have. Most people probably wouldn't notice a slow-down, or would notice is not very often enough to complain about it or switch providers.
