The default apns for most mobile providers do CGNAT. To get a public IPv4 address, you’ll generally need to use a different APN.

As far as the demand for IPv6 on mobile networks goes: there has been a question about IPv6 support on Vodafone's mobile network previously, but in general it looks less asked about than e.g. eSIM (when it was not live).

However, I would imagine that those who like IPv6 on their broadband would also like IPv6 on mobile data.

Myself, I wouldn't notice if/when IPv6 is on a network in day-to-day usage, but I would still appreciate it as a nice to have e.g. to verify IPv6 configuration changes made to a remote server.

It is easy enough to get IPv6 on an IPv4 only mobile connection via a VPN - I use OpenVPN to connect to my home network.  It is set up for layer 2 so the IPv6 RA and DHCPv6 packets get received by my mobile and it gets an IPv6 address.
