I drop in here every so oftem and I'm noticing that you complain a lot, like you have some rear hate towards orcon. Why haven't you moved to a different ISP, And why has someone from Orcon not RQ'd you line oo payed you to leave.
I recall a story when some jerk called up Paradise (before it was taken over by Telstra) , moaned about how him and his friends where having issues. The manager took down the customers details along with all his frinds who were also having issues and cancelled all their accounts :)
10mbps is damn good, you head of and get yourself a connection with a 10mbps/1mbps CIR for less that you're paying now, you're getting a very good deal.

I was getting awsome performance over the last week or so. Been getting my sync speed to LA/SanFran sites!

You are right, I should rephrase. We cant do much about the Orcon customers who don't get their syncrate to the Auckland speed test sites, but Orcon+ customers are different as we have full control as they are on our equipment.
Orcon customers (Telecom Wholesale ports) we have no visability of the backhaul from the cabinet/exchanges, so we have no idea whats going on inside that network. Telecom Wholesale only gauretntee 32kbits per customer of backhaul. Orcon+ we aim for 100kbits per customer.
Are you an Orcon or Orcon+ customer?

I turned interleaving on for your line. If there are any errors on the line it should help.
It will have a tiny effect on the latency.
