Yes but only with certain games, and sometimes sections of a game... I was downloading a 10Gb game and my snap usage was only a few meg until I got 1/2 way through when it shot through the roof as obviously the snap content server did not have the rest of the data files..
Damn, so basically I cant restrict steam to the snap server? I don't really want to download steam games unless the data is unmetered, so that means I'll have to get a 3 night uncap which defeats the purpose of having an uncapped steam server. :(

Well you can but you would only get the latest games I would imagine, until the content server has everything else... It would be interesting to know whether it now has the full Dawn of War games as I downloaded all of them and I was charged the full data usage... I'm wondering whether it mirrors the games only when someone downloads for the first time or if it is based on Valve pushing steam content to the server as they see fit.
You can try various 3rd party tools like SteamWatch, Frey's Steam Filter, Steam Manager and custom windows firewall rules to try and limit Steam downlaods to one server but there is no guarantee this will work 100% or that the Snap content mirror will have all content.
Just create a windows firewall rule to block all connections to steam servers other than Snap's. The download will simply fail if they dont have to content. I've found they have RO2, Borderlands, TF2, L4D2, and my CSS has updated so it all works, you just have to make sure you get the firewall rules set as i can confirm that it does work correctly.
I'll try make a bat or a reg file to automate it for users who arent so confident with Windows Firewall.

People using Windows 7 or Vista (sorry XP users!) will have a firewall capable of this built into their OS. On Windows 7, you can find this by opening Control Panel, then going to System and Security and clicking Windows Firewall. Once there, click "Advanced Settings", which will open "Windows Firewall with Advanced Security". Go to "Outbound Rules" and click "New Rule". Select "Custom" and press next, then next again to skip the Program selection screen (you could set this up to only apply to Steam, but it doesn't really matter) and go to the Protocol and Ports screen. Change protocol type to "TCP" and under "Remote port" select "Specific Ports" and enter "27030", then click next. Under "Which remote IP addresses does this rule apply to?", click "These IP addresses" Click "Add..." then "This IP address range:" and enter "0.0.0.0" in the "From:" box and "202.124.127.65" in the "To:" box, then click "OK" Click "Add..." again and then "This IP address range:" and enter "202.124.127.67" in the "From:" box and "255.255.255.255" in the "To:" box, then click "OK" Click next to go to the "Action" page and leave this on "Block", click next again to go to the "Profile" page. On the "Profile" page, depending on your situation uncheck any boxes where you don't want this rule to apply. If in doubt, leave them all checked. Click next and enter a name in the "Name" box. I called my rule "Snap Content Server", but this is arbitrary. Click "Finish" From now on, Steam should only connect to Snap's server for content updates!

well that's wierd, I created the rule to block everything on tcp port 27030 except for 202.124.127.66 but TCPView is telling me that steam.orcon.net.nz and 209.197.6.227 on that port are downloading content...
Also ive created a .reg file which adds the firewall rule to Windows Firewall for you. You may download it from: http://frizianz.com/files/snapsteam.reg
If steam says something like the steam servers are busy and cant process your request, this means the the snap steam cache doesnt have it and you will need to disable the firewall rule to download it. However this will mean that it will count towards your cap.
