My connection was 2Mbps with Orcon, it is now 19Mbps with Telecom.
one of my friend has also done switch, have speed changed from 1.8mbps to 17mbps.
It is definitely Orcon problem.
You need to make sure to give them a disconnection notice one month earlier to avoid any unexpected charges from Orcon.

Until all tests have been done (inc trying another router), blaming it on Orcon is not good cause to switch ISP.
Will you eat your post if the OP switches to another ISP and has the same problem ?
Well, I have been in contact with Orcon and they have had my connection moved to another port in the exchange. My download speed is now between 2.5Mbps and 3.5Mbps but mostly hovers around 3.00. Orcon have now washed their hands of the problem saying that they don't guarantee speeds. Here is a quote from them:
We cannot guarantee speeds, your download speed can be any between 1Mns to 24 Mbps and upload from 0.5 to 0.9
So much for ADSL2 and good speed.

micrig: is there an extra charge in orcon to move the account in to a cabinet?

Telecom don't tell ISP's when a user could or should be put on a cabinet they need to wait for the user to complain so its very hard to be proactive about this.
NOTE: Some people are automatically migrated to cabinets.
micrig: thanks for your reply, after painstakingly calling orcon and waiting for someone to pickup the phone i decided to send them an email. Orcon replied to my email and they told me that they can move me to cabinet but it will cost us an additional $11 per month. i think this is absurd.

micrig: i just felt that we have been a loyal customer of Orcon and have been othier providers have been knocking on our door just to move to their service. But of course Orcon won't know that we have been turning down other providers. Might be good for Orcon to include the the additional cost in their website so that people would know.
sbiddle's comment is right that it is still up to the user to chose which provider to use. its a competition out their for the ISPs.
