My decoder is a DVD-S2 one. It doesn't find any channels when I enter in the information.

It sounds like your only option is to buy a decoder which is known to receive it.  If your decoder supports DVB-S2 and does not find it, either with a scan, or with input of the details, then it sounds deficient.

I have a DishTV S7090PVR and receive Ch 9 including the Adverts these days

This is how I set up the Ch 9 known as L-Bird

Select Menu/Installation/Tuning Wizard/enter password 0000/Satellite Scan
Select 1 = Optus D1
Select Setup (Yellow Button)
Select Add Carrier and insert/select the settings below
Frequency = 12381
Symbol rate = 03750
Polarization = Vertical
Tuning Type = DVB-S
Search Type = FTA
Network Search = Off
Click OK - Unit will scan and eventually find L-Bird 1

Should also be aware that if another decoder is sharing the same LNB on the dish through a splitter, then 18 volts being supplied to the LNB through the other decoder will not allow a vertical scan (13 volts) from the LNB to the DVB S2 box. If the other box is a Sky decoder then unplugging from the power will be necessary.

LNB skew will also be a factor in receiving this service.

I have not seen L-Bird 1 for a while now. I have a DVD S-2 top Box. The name appears after a blind scan but nothing happens. Can anyone tell me if it is still broadcasting?

My theory is that everyone at the channel has forgotten about the Optus broadcast, except for some expat NZer technician who has found him or herself with a case of fullblown Aussieness.  They occasionally flick the broadcast on and off, and watch the forum posts..
