I have to ask what is the deal with subtitles, why does it need local involvement on anything other than local content? Hasn't the U.S and other countrys had to provide captioning on ALL newly produced programming for many years now?

Yes us has to have it, but nz does not. The media companies do not give the captions away with the show, that an extra $ add-on so the tvnz, media works etc do not buy them as it cost more and they do not have broadcast with them. They then get money from the govt to do "some" programming and go look how good we are
