Could someone kindly recommend a good value but not crap DVB-S receiver? I have a sky dish already and an average tv.

If you want a stand alone box, have a look here http://www.freeviewshop.co.nz/satellite-receivers-c-2.html or if you want a card for a computer try the Hauppauge range like WinTV Nova S Plus, or the 3000 which has a analogue, DVB-T and DVB-S tuner if you want some flexibility for the future. Hauppauge seem to be one of the most reliable and supported tuner cards, especially with Windows 7 just around the corner.

If you want a standalone satellite box, suggest the Kaon KSF-270. It will auto update channels and also follows Freeview channel numbering. Also has "Automatic Freeview Installation" option which makes it very easy to install.

Can the Kaon do component or s-video output via the SCART, or just RGB and composite?

The suggested model is RGB & Composite. They have a PVR KSC-N660H2 which does S-Video and HDMI. Also, a new model coming out which is Composite & HDMI. Only seen it but no release date yet.
