This only happens if I am using Android phones. And I know this must be something to do with Android but it can be solve by 2Degrees network.

Here is the story:

This problem was found 2 years ago when I got my Milestone during holiday in China, and I found that I was not able to text any Chinese to my friends on another mobile network in China, all they got is blank text or random numbers. I called China Mobile and told them the problem, they said they are going to do some test and call me back. After 2 days they called me again and said there was some char encode/decode stuff that they had fixed on their 3G<->2G network, and then the problem was gone. I haven't done anything to my Android phone to solve this problem.

Last year I bought a 2Degrees numbers and then I realized this problem also happens in VF<->2Degrees, but by that time it still costs to text from VF to 2Degrees so I just ignored this problem and keeping using VF. By that time, this problem exists from both ways, VF<->2Degrees are all blank messages.

Last week, I come back NZ from a long business trip, and glad to see VF finnally can text to any mobile network in NZ. So I took out my 2Degrees number and found I can receive Chinese from VF correctly. Then I tried text from 2Degrees to VF but I still got blank texts.

I went to telecom shop and bought a telecom sim card. Here is the current situation:
tested with Motorola Milestone(VF) and Motorola Defy(2Degrees) and HTC Desire(Telecom):
VF -> 2Degrees: Fine
VF -> Telecom: Fine

Telecom -> VF: Fine
Telecom -> 2Degrees: Fine

2Degrees -> VF: Blank
2Degrees -> Telecom: Fine

So the only problem is 2Degrees to Vodafone now.

I called 2Degrees customer service and they said there is something I need to change the text encodeing in my phone setting, but this is not much things you can do with Android stock message program except the option to enforce 7-bit encoding, which doesn't work.

So, is there any one know how to solve this problem?

I am using lg optimus one p500 android too.
No problem with txt chinese to my friends, vodafone or 2degrees or telecom
So it must be some sort of phone setting problem there.

You definitely do NOT want to turn on 7-bit if you plan to send Chinese messages. Must be something handset-related though as it works for others. PM me or POB the details of the failed messages and we will look at the interconnect logs.

Hi Hibino, as Salty says it seems a handset issue, try the SIM in another phone and PM me your 2D number if it persists.

Cheers

I think there must be something with the messaging application and also something with the network. I just tried all my three cards on Milestone and text to a normal GSM handset (Motorola E6e), the result seems the same:
Milestone -> E6e
Vodafone -> 2Degrees: Fine
Vodafone -> Telecom: No signal, E6e can not use the WCDMA network

Telecom -> 2Degrees: Fine
Telecom -> Vodafone: Fine

2Degrees -> Telecom: No signal, E6e can not use the WCDMA network
2Degrees -> Vofadone: Blank text

Yes the 7-bit encoding is off all the time. I will PM you now. Thanks a lot.

I've had a look at the OP's logs. The handset is sending Data Coding Scheme 11, which is 00001011 in binary.

According to 3GPP TS23.038, when bits 7-4 are 0000 it means the message is uncompressed, and bits 1-0 are reserved. Bits 3-2 indicate the alphabet, = 10 means UCS-16 encoding used for Chinese.

Typically bits 1-0 should be 00 in this case (DCS=8). Specifically, the standard says "any reserved codings shall be assumed to be the GSM 7 bit default alphabet" so I think this might be the issue - since DCS 11 is a reserved coding, strictly speaking it shouldn't work.

That would also explain why it's just that handset. Any software updates available?

The Milestone already using CM7.0.1 running Android 2.3.3, this is the latest I can get at the moment. But how come the problem only happens when sending from 2degrees to vodafone, and not happen to 2d to 2d or 2d to telecom?

It's possible Vodafone's systems are more strictly interpreting the standard. The fuller wording of the spec says that those bits have no meaning when the first nibble is all zeros, so mostly you could simply ignore them without peril. But if you choose to strictly enforce the reserved coding clause then DCS 11 is invalid.

I guess Vodafone are seeing the (strictly) invalid DCS and zeroing it out or otherwise treating as 7 bit. There's one thing I can try that might fix it. I'll let you know when operations are ready to try it.

Thank you very much. So if your solution doesn't work, I should talk to Vodafone and see if they can not be that strict on the standard?

That certainly couldn't hurt, but it would be better if the friend you're texting to asked them rather than you.

Just a thought, will rooting your phone work by any chance? And other ROM?

The Defy is running stock Motorola Android 2.1-update1 and Milestone is running the CM7, and they all having the same problem. Both phone are rooted otherwise I won't be able to change the enforce 7-bit encoding or the "sms.convert.char.for.latam=0" thing. I guess there should be something with the android kernel that Motorola built. But there is no way I can flash the kernel due to the locked bootloader.

She's toooo lazy :(

Edit - SNAP. :-)

What I did was look for messages with DCS 11 bound for Vodafone and rewrite them to DCS 8 before sending them on. So, Vodafone sees the correct coding now.
