We get 5 licenses as part of the action pack, we don't use them except for a bit of testing. Logged into the portal, told me I was uncompliant. Logged into action pack got the key, and clicked where it said "claim tokens" and then put in the key.

It's still telling me I have 5 valid, 5 expired, 2 assigned and won't stop annoying me. 

How do I assign these licenses so it stops bugging me?

Click the 9 dots (top left corner) and select Admin from the tiles
Office 365 Admin Centre
Users
Active Users
Click on a user to hilight
On the right-side of the user list, see the Assigned License section.

Well they are showing it's got an enterprise e3 license. I have clicked remove and then re-added and it's happy now. 

In 2015, for a company who by it's own admission is cloud focused, should such silly steps be required. 

It's one of the many reasons I dislike O365! (Sorry not having a go at you, just whinging in general) :)

I actually really like Office 365 and haven't had any issues.
We also have the Action Pack and do use it internally for all our staff. We get 10 licenses as it upgrades from 5 when you hit a certain selling point.

The one thing I don't like is they way the layout keeps changing, find one and stick with it Microsoft!

We were really reluctant about Office 365 for quite some time, but moved across a year ago and it's been pretty smooth sailing.

CYaBro is right that the layout changes as they make improvements.  Occasionally there is a glitch when provisioning something new, but it is not common.

It's pretty good value for NZ SMB clients, especially with SBS being discontinued.  The CSP program through Exeed is definitely an improvement over the traditional Reseller of Record with its almost insulting margin.

Just don't let clients sign up to Office 365 via one of the major Telco companies.  The Telco is responsible for support (if I understand correctly) and I have heard of ridiculous delays.
