Has anyone started using Flow in earnest? How are you finding it?

I'm wondering if it's possible to get Flow to alert if multiple similar emails are received in a short period of time. We run a website health check every 15 minutes and although there are occasional glitches, I only need to know if there are several clustered together. The health check sends alert emails to a bunch of people, 24/7. I'm hoping I can turn on a rule that means I only get to know about it if things get worse and are not corrected. Say, 3 alerts or more in 30 minutes or less. So 4 alerts in 15 minutes would trigger, but not 2 alerts an hour.

We have an email-to-SMS facility, so I would then send texts to senior managers etc.

If Flow is not the tool to use are there any other O365 things I could consider?

Thoughts?

I find it lacking.  IFTTT is better IMO.

I took a look at IFTTT as well, and neither of them really cover this aspect AFAICT.
