In an article on National Radio (https://www.rnz.co.nz/news/national/394584/teachers-unions-to-take-legal-action-against-novopay) about how it's going to take three months for Novopay to process the recently agreed teachers' backpay, it's quietly dropped in 

 

"[Education Minister Chris Hipkins] said the replacement of Novopay was under way ... [Arlene White CEO of Education Payroll] said the replacement payroll service that Education Payroll was building, called EdPay, would allow considerably more flexibility and responsiveness to changes in the future"

 

That must be close to a quarter of a billion dollars of taxpayers' money spent over ten years and they are just going to dump it. Even by the standards of NZ Government ICT procurements that is a monumental stuff-up, gotta be up there with INCIS. The implementation was a notorious catastrophe, and since the original contract was for ten years, it seems like the Education Department has decided that the whole thing is an unrecoverable sh!t-pile.

 

As an ICT professional I'm ashamed and horrified.

 

As a taxpayer I'm appalled and angry

Wow, well that's just a massive waste of taxpayer money. It seems that no one is held accountable for these stuff ups. 😡

The government seems to use Datacom for everything else 'IT related', it boggles the mind we they even went the Novopay route in the first place.

Boggles the mind that Talent2 was ever appointed to develop the software. If the government is going to throw hundreds of millions of dollars into a black hole, they may as well have contracted with a local software shop which employs locals who then spend their money locally. The result couldn't be any worse and they would get a bit of economic stimulus in at the same time.

They do my pay and I have had no problems compared to others.

 

I do keep an eye on my total annual leave days I have, as others have had days disappear on their payslip.

If you ever had to interact with Novopay at a technical level then you would understand why they have been dumped as soon as the contract allows as its a pile of poop, its just sad that it ever happened or was allowed to happen in the first place.

This is something everyone should do - no matter the system.  I do this all the time.  And twice as often whenever an employer moves hr or payroll software. Seems to be one of the things they universally handle poorly! Having been burnt (a long time ago) in the past I now check my payslips!

The fact that it was deployed for teachers after the exact same issues at NZ Post with a Tallent2 payroll system is nothing short negligence.

The whole abomination is likely the choice of project teams and working groups who have little to no knowledge of what is required.

I hope they don't choose the same provider as the Police's new payroll system. While not as big a stuff up as Nova (cops are still getting paid) it's pretty clear the Police were sold one thing and delivered something completely inferior. Word is it's going to take several years a few more millions to even get something close to what they were seeking.

Still got a way to go before you beat the highest record I know of. Tony Blair (for whom our current PM worked) blew about $30 BILLION equivalent on an IT system for the NHS in the UK ..... that was cancelled before ever actually being used.

 

 

 

Nobody lost their job over that either....

As a provider of services to government that isn't Datacom I can tell you that this is far from true.
