karit: I just had a thought. Mobile Providers are currently expect for a couple of years. There was no definition of the Mobile Provider, so is Woosh a mobile provider seeing they are provide data connection of "Mobile" type kit? Could people with WiFi setups say that they are a Mobile Provider?

It's not "mobile providers", the definition is "cellular mobile network". For all intent purposes they do not operate a cellular mobile network and their technology doesn't support handover.

Somebody running a 802.16e WiMAX network on the other hand could argue they were running a "cellular mobile network" even if it was only to provide fixed services as 16e supports handover.
