found this little tid bit in the N7 owners club thread and it worked

1. Go to Settings -> Apps -> All

2. Find Google Services Framework.

3. Tap on Force Stop.

4. Select Clear Data.

5. Reboot device

After reboot I was greeted with my update message..... 4.3 now installing and rebooting as I type this

Nothing yet on Nexus 4. Tried the Clear Data from Google Service framework method as well. (Unless it can notify of updates only on wifi, am on 3G currently.)

...and the Google Servic Framework has broken Google Play!!! Fix by deleting the Google accounts and re-adding them.seems to be a placebo. Details here: http://forums.androidcentral.com/google-nexus-7-tablet-2012/300186-force-4-3-ota.html
