I got a response from the Herald last week, advising they were releasing an updated version without the dodgy permissions. Looks like this hit the Play Store yesterday, and I can confirm the new permissions looks reasonable.
They have also created this page to explain why they ask for each of the permissions they do. Not a bad response in the end.
It is a win, but no answer about why they wanted the excessive information in the previous version of the app, or now that they have this information what do they plan on doing with it?

Though It may of been harmless, I agree in that the explanation is lacking. What was collected before?
