I have tried a couple, but they seem to just be pulling a series of still images from the camera/DVR instead of connecting to the RTSP stream of H264,

The last one I tried is called "IP Camera Viewer full" which was a few bucks and will connect to both my dahua cameras, some other brand cameras and my cheap no brand DVR, but its a series of still images.

The windows CMS software that came with the camera can connect to everything just fine and stream smooth 25/30FPS H264. But I want something to run on the firetv not a windows app.

i use ip cam viewer for all my home ip cams.. even bought a pro lic but not needed

also ipcam that turns old smartphones android 2.2+ is great too..

can put a phone in a leather case and stand up on charge and connect to view
its camera any time want.. like a spycam

I use ispy freeware on PC to view camera.. its got heaps of functions and plugins
and can access ip cameras and record on motion

no ip cam viewer does various streams.. stills mpeg or rstp or url etc

not sure but I tihnk theres a similar app with similar name.. maybe thats one using?

it will search for model even...

but normally I used Dericam 501 hd for hd ip camera from china

and Dericam 2/5/7 series for the nonHD Ip cameras

this might help you.. edit the camera manually and try a link like this
although the app removes the id and password and places in a sep boxes

rtsp://userid:password@192.168.1.56:554/11

where 192.168.1.56 is the ip of camera

normally only HD ip cameras have rtsp.. most of the SDs dont support

most create a snapshot and caches it every 50th of a sec? and the app checks every 50th
and thus makes a video stream.
mpegv or something its called?

I'm using an app called IP Cam Viewer Lite to see what's going on with my D-Link camera. It supports H.264 so long as the camera supports displaying video in that format.

A lot of cheaper or non-HD cameras use motion JPEG (MJPEG) for their video. It's effectively a series of JPEG images put together into a video. It takes a lot less processing power to create a MJPEG stream than it does to encode H.264 video.

Thats the one that I have got.

Will try it with that other URL instead of just picking the camera type and choosing RTSP in the list of models

Ok, thats even worse it seems. Now will often go 2 seconds without a frame looking at the timestamp the camera is adding.

All the same time a desktop PC over the same wifi is able to deliver perfectly smooth motion, and my cheap escam DVR is also able to connect to the camera and get smooth motion.

It also seems to be about 3 seconds behind the desktop browser with its plugin or the CMS desktop software.

i suspect its a issue with your tablet and wifi not the app.. all my cameras seem to stream in real time
on my chinese tablet.. although theres a initial delay of a 1 sec

however I do have a wifi signal booster as routers are poor 50mw.. many tablets have poor wifi antennas in them

Its a firetv that I am trying it with, and a note 3 and note 4. Wifi is fine, its AC to the desktop PC and the notes, and 5GHz N to the fire tv. Actually better wifi to the note4 since its more streams than the desktop.

Not sure why it would have issues. Even VLC to the camera looks as good as 25FPS ever will look.

The VLC beta on my phone is even worse than ip camera viewer at playing things.
