On a plan with any ISP (namely SNAP though) with a restricted upload speed of 128K, would this effect the overall speed if the download speed is unlimited in an ADSL2+ enabled area?

Yes it would.
However, there are other factors, such as distance from exchange, filters, line quality etc.

If you post your modem stats here someone can have a look for you, and let you know it going to a FS/FS plan would help you.
