HP released an advisory for customers experiencing problem while upgrading their H3970
HP is warning customers that an error during the H3970 ROM upgrade seems to be caused by Windows 98 ME, and can be corrected by following simple instructions.

The ROM Upgrade process may fail and generate errors on any model of the HP iPAQ Pocket PC H3900 Series, when the iPAQ unit is connected to a host PC running the Microsoft Windows Millenium Edition (ME) OS.

Apparently there are two problems:
  • The upgrade process may hang, which causes the unit to stop responding.
  • Error message loop: error message 113 is displayed, after following the instructions in error message 113, error message 116 is displayed, and so on...

    To work-around this issue, reboot the host PC and re-run the ROM upgrade process.
