Washington DC joins other states and countries where it is an offence to talk on a mobile phone while driving. As it happened before in UK and other countries, users now look for alternatives on how to keep in touch without really "keep in touch" with a mobile phone.
The text on the bill is clear:
"(3) “Use” means talking, placing or receiving a call, or attempting to place or receive a call, on a mobile telephone.
Sec. 3. Restricted use of mobile telephone.
(a) A person shall not use a mobile telephone while operating a motor vehicle in the District of Columbia unless the telephone is equipped with a handsfree device and the driver uses the hands-free device."
