The United Kingdom's first City Alert Texting System powered by Eazytext. C.A.T.S. has been especially designed as a means of getting vital and important information to members of the general public in major urban areas in seconds in the event of an emergency or incident that requires immediate action or even evacuation

C.A.T.S. allows mobile phone owners to register the postcodes of where they live, work or travel so that they can be informed at high speed should any major incident occur in the vicinity of the area that they have registered.

Apparently it needs special procedures from Virgin Mobile users, because of billing requirements.
