Maverick's response was that it was in breach of the NAD due to being 1 digit too short, and they wouldn't be routing it, end of story.
I emailed both CallPlus and the NAD, as well as Maverick, and the end result was that the NAD granted CallPlus an exemption to use the 028 range one digit shorter, since they'd already allocated a bunch of numbers at that length.
However, to date, WxC are still refusing to route calls to 028 numbers. Come on guys - the only numbers allocated in the 028 range are 3+6 digits, so why not change your configs to allow those numbers to be dialed from within your network?
