Every time they renumber they say it will allow for growth. clearly they cant do it right since they have to renumber so often.
And how can they grow? The satellite is over packed with obsolete mpeg2 streams since they are still peddling old junk boxes to people. The only way to grow would be to update to a codec from this century, or get a bigger satellite. Unless they are planning on dropping the resolution on more channels and lowering the bitrate to the point that all you get is macroblocks
